Scout Frame brings energy, global perspective, and a deep commitment to community-centered planning to Shockey Consulting. With roots in Kansas and a journey that brought her back to Shockey after time abroad—including a stint on Irish basketball courts—she blends cross-cultural insight with strategic thinking. 

She’s built a diverse background: mentoring youth as a Victory Scholar, leading programs and supporting at-risk teens at the O’Connell Children’s Shelter, and captaining a pro basketball team in Ireland’s National League. 

A graduate of Northwestern Oklahoma State University, Scout played collegiate basketball and earned dual BAs in Political Science and History before completing a master’s-level diploma in International Business. She thrives on connecting with people, fostering inclusion, and energizing teams. She brings structure, empathy, and hustle—whether coaching teens or strengthening communities.  

Off the clock, you’ll find her spending time with family, baking, or playing basketball—always bringing the same heart and hustle, whether at work, in the community, on the court, or in the kitchen.
